Safety and Occupational Health Manager

This position serves as the Safety and Occupational Health Manager in the Administrative Division at the Natchez Trace Parkway. The incumbent will report to the Administrative Officer and will be responsible for assisting in developing and managing the Safety and Occupational Health Program, Safety Inspections and Surveys, incident/accident investigation and prevention, and safety training and education. This position will be based at Natchez Trace Parkway Headquarters located in Tupelo, MS, near milepost 266. Regular travel along the Parkway to monitor operations and projects will be required. The major duties of the position include, but are not limited to the following:
Serves as the subject matter expert for the Park relating to Safety and Occupational Health Programs. Manages the Safety Program, including identification, evaluation, and control of high hazard working environments and evaluating, compiling and analyzing behavioral, work environment and accident statistical data. Coordinates safety education and training materials and conducts safety training programs; Serves as a member on various boards and committees, including Board of Inquiry, Safety Committee and Incident Review Board, reviews reports of visitor and/or employee fatalities, summarizes committee or Board findings, develops conclusions and makes recommendations for risk mitigation. Utilizes and trains the use of the Operational Risk Management Assessments; Reviews plans, specifications, and drawings summitted by concessionaires, contractors and NPS personnel for various types of construction, major rehabilitation or alteration of facilities and recommends approval or disapproval of plans based on compliance with safety and health standards; Ensures that the programs are current and compatible with DO-50B & 50C (Occupational Safety and Health Program and Public Risk Management Program), park or region safety plans, policies, and directives, and Department of the Interior and other directives. Evaluates individual park operations for conformance with federal, state and local safety and occupational health standards. Establishes park-wide standards in areas where applicable national, state or local codes do not exist; Coordinates and/or conducts annual inspections of parks in accordance with Occupational Safety and Health standards, the National Fire Prevention Association (NFPA) Life Safety Code, and all other applicable standards set forth by the department, service, and region; Provides guidance to and/or leads teams in investigating all lost time incidents to help identify chain of events, root causes, corrective actions, recommendations for improvement, and provides follow-up to ensure corrective action has been taken; Serves as intermediary between management divisions of the park and local county health departments, and coordinates park-wide emergency actions plans, hazardous materials emergency response plans, and response preparation; and Develops, administers, conducts and monitors safety training programs concerning a diverse array of subjects crucial for the safety and health of NPS employees, as well as the well-being of visitors. All qualifications must be met by the closing date of this announcement-04/22/2020-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. To receive credit for experience, your resume MUST clearly indicate the nature of the duties and responsibilities for each position, starting and ending dates of employment (month/year), and the resume must reflect either full-time or 40 hours per week. If a part-time work schedule is reflected, the hours must be annotated to ensure proper crediting of specialized experience. To qualify for this position at the GS-12 grade level, you must possess all of the following minimum qualifications by close of the announcement:
Experience:
At least one full year of specialized experience comparable in scope and responsibility to the GS-11 grade level in the Federal service (obtained in either the public or private sectors). Specialized experience is defined as
Experience:
1) Managing safety or occupational health program elements; 2) Developing and recommending safety and occupational health policy to higher levels of management; 3) Applying safety and occupational health laws, regulations, principles, theories, practices, and procedures to advise on or resolve technical matters dealing with occupational safety and health requirements; 4) Developing safety and occupational health standards, regulations, practices, and procedures to eliminate or control potential hazards; and 5) Developing or implementing programs to reduce the frequency, severity, and cost of accidents and occupational illnesses. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
