Mississippi River Zone Fire Management - Operations Wildland Fire Engine Directs the operation of a wildland fire engine, ensuring the correct positioning, proper use and operation. Personally performs and directs others in starting pump engine, priming pump, adjusting engine speed and pump valves, laying hose, using appropriate nozzles and nozzle adjustment in effective use of water and additives and the operation and maintenance of chainsaws. Conducts and participates in crew proficiency checks and drills, safety sessions, and fire critiques. Responsible for maintenance of specialized equipment used to respond to wildland urban interface/intermix situations. Ensures the engine is kept in a full state of readiness for emergency fire dispatch. Ensures the safety and welfare of self and others in all aspects of the assignment. Prescribed Fire Directs and performs prescribed fire operations including line preparation activities such as brush clearing and hazard tree removal; ignition, monitoring, holding, and mop-up. Monitors fire behavior, fire effects, and fire weather on prescribed fires and wildfires. Collects fire data such as fuel loading, tree stand density, fuel moisture, maps projects, weather, and maintains records. Assists in the planning of prescribed fire projects and hazardous fuels projects. Directs the use of specialized firing equipment (e.g. fusees, drip torches, flares, and terra torch). May support wildland fire suppression activities. Plans work to be accomplished by subordinates, sets and adjusts short-term priorities, and prepares schedules for completion of work, and approves leave. Assigns work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees. Coordinates within the unit to ensure timeliness, form, procedure, accuracy, quality and quantity standards are met. Evaluates work performance of subordinates, setting standards, monitoring, and final evaluating of subordinate performance. Effects minor disciplinary measures, such as verbal warnings, cautions, and reprimands. May certify time and attendance, and approve travel authorizations and vouchers. Provides leadership, allocates resources, and implements activities to accomplish DOI's multicultural organization direction and Equal Opportunity requirements, goals, policies, and objectives. This is a code 4 supervisor position (less than 25% of supervisor duties. ADDITIONAL REQUIREMENTS:
You may be required to complete training and operate a four-wheel drive vehicle. You will be required to wear a uniform and comply with the National Park Service uniform standards. A uniform allowance will be provided. You may be required to work on-call, evenings, weekends, holidays, overtime and shift work. If you are a new employee or supervisor in the Federal government, you will be required to complete a one-year probationary period. You may be required to travel overnight away from home up to 1 to 5 nights per month. You must obtain a government charge card for travel purposes. Subject to frequent extended travel up to 50 % particularly during fire season, and you must obtain a government charge card for travel. You may be required to complete training and obtain/maintain a government charge card with travel and/or purchase authority. All qualifications must be met by the closing date of this announcement-01/24/2020. Credit will be given for all appropriate qualifying experience. To receive credit for experience, your resume MUST clearly indicate the nature of the duties and responsibilities for each position, starting and ending dates of employment (month/year), and the resume must reflect either full-time or 40 hours per week. If a part-time work schedule is reflected, the hours must be annotated to ensure proper crediting of specialized experience. Selective Factors:
The applicant must have all of the following National Wildfire Coordinating Group (NWCG) incident management qualifications and training requirements to be considered eligible for this position:
1. ENGB AND 2. ICT4 This position is covered by the special retirement provisions of 5 U.S.C. 8336 (c) and 5 U.S.C. 8412 (d) as a Primary/Rigorous Firefighter. Applicants must not have reached their 37th birthday upon appointment to this position unless there is sufficient prior Federal service in a covered position to permit retirement on or before the mandatory retirement age for this type of position. An exception is allowed if you are a qualified veteran preference eligible.- AND - Applicants must possess at least one of the following minimum qualifications by close of the announcement:
Experience:
At least one full year of specialized experience comparable in scope and responsibility to the GS-0462-06 grade level in the Federal service (obtained in either the public or private sectors). Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities needed to successfully perform the duties of this position. Examples of specialized experience could include position includes forestry aid or technician work; engineering, range, or soil conservation technician work that involved the application of cultural resource conservation, or land management practices on nonforest or ranch lands when combined with knowledge of forestry operations and equipment; farming or ranching work that involved application of cultural and soil and water conservation practices, including safety and use of equipment, and that provided a basic understanding of land use; or forest or range fire control, prevention, or suppression work. You must include hours per week worked. -OR- EDUCATION:
One full year of graduate education or an internship meets the specialized experience required where it is directly related to the work of the position. You must submit your transcripts. Volunteer
