HR Specialist

Serves as senior level Human Resources Specialist performing the full range of tasks in assigned program functions. Provides cross-functional advisory services to managers regarding recruitment, staffing, classification and position management strategies, performance management, and compensation. Analyzes difficult personnel issues and recommends options regarding application of program flexibilities to specific organizational problems and operations. Develops recruitment and position restructuring strategies to address specific resource or program needs. Conducts job analysis with managers by analyzing the knowledge, skills and abilities (KSAs) required to perform stated work requirements. Validates applicant eligibility and qualifications or consults with subject-matters experts to verify applicant qualifications and ratings. Guides managers in developing and selecting appropriate criteria for evaluating job candidates and explains determinations to supervisors, managers, and job applicants. Informs applicants of hiring decisions and coordinates release dates or other required staffing actions. Performs the full range of recruitment tasks authorized under Office of Personnel Management (OPM) Delegated Examining Certification. Advises selecting officials of procedures and requirements governing Certificates of Eligibles, category ranking, and rules covering applicants with veterans' preference. In accordance with delegated authority, serves as deciding official on requests to by-pass veterans. Uses automated staffing systems to provide quality candidates to selecting officials. Develops on-line assessment questionnaires relevant to position requirements and assigns appropriate weight to each factor. Advises managers and employees on procedures and requirements of the automated systems. Provides expert advice on compensation issues such as pay administration, hours of work, special work schedules, tours of duty, etc. Advises managers on entitlements to regular and premium pay, special pay provisions, flextime, and work schedules. Interprets statutes, regulations, and court rulings regarding pay issues and stays abreast of changing interpretations related to serviced functions. To qualify for this position at the GS-12 grade level, you must possess the following minimum qualifications by close of the announcement:
SPECIALIZED
Experience:
At least one full year of specialized experience comparable in scope and responsibility to the next lower level of GS-11 performing recruitment and placement duties, conducting research to provide solutions and recommendations, providing advice and guidance to management officials on a variety of complex HR topics and issues related to the various hiring authorities, pay administration, and providing advisory on recruitment and placement policies, processes and regulations. -AND- SELECTIVE FACTOR:
Applicants must have at least one year experience utilizing an automated system such as USA Staffing, Monster, Quickhire, or other HR system to post vacancy announcements, evaluate and assess candidates, issue certificates and onboard selectees. Credit will be given for all appropriate qualifying experience. The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
